9014 - To prevent jail van fights, police seek app with info on undertrials - TNN

NEW DELHI: Delhi Armed Police, which is responsible for prisoners' security, may soon get an app that can give its personnel instant information about undertrials they need to ferry to courts and other places.

On Saturday, Delhi Police invited global tenders seeking proposals from firms with respect to design and development of the app, DCP 3rd batallion, S K Tiwari, confirmed.

The move comes in the wake of the murder of two inamates inside a jail van by Neeraj Bawana and his gang. The app, prisoner management system, will provide the minute details about undertrials and alert the cops regarding their production date, place and the name of the court. It will also show their nick names and aliases and whether they are high-risk prisoners, escapee, etc.

The app will be synced with Tihar's own database, along with the criminal database of Delhi Police and that of courts. It will be able to generate customized reports about undertrials showing most recent court production date and alert the user if the same guards are being repeated to escort any undertrial on the subsequent dates.

"The system will be able to maintain an expense sheet of each inmate and have their identity proofs like Aadhaar card in the report, along with their fingerprints. It will have their latest pictures, details of cases pending investigation, pending trial and whether they have been convicted or acquitted with FIR numbers. Gangs and associates and their whereabouts will also be clearly defined. Further, it will have records of an inmate's rivalry with other gangs as well and his health status. It will help us secure them better," an officer said.

Recently, DAP decided to procure a "vehicle tracking system" to keep a watch on the movements of the vans ferrying inmates. Apart from this, DAP is set to procure 132 cellphones for its personnel so that their outstation movements during production of prisoners can be coordinated in a better manner. It has also procured 33 video cameras to capture activities of undertrials and police personnel during their production and movement outside jail.

"DAP has launched an SMS alert facility to convey critical information to officers as well as to update them about final outcome of their applications/request. Administrative approval of MHA has been received for procurement and installation of biometric weapon management and attendance system," Tiwari said.
